will children services intervene?

I am wondering, if you have a child arrangement order and it turns out the primary carer is an abuser/child is suffering. Can child services put the child in care, take it to court to give child to other parent?

These days I don’t think ss would do much unless an incident gets reported to say school or someone else xx
